QUEEN CITY HOCKEY ASSOCIATION
RULES AND REGULATIONS
A. All rules and regulations of USA Hockey and affiliated leagues will be adhered to.
B. All QCHA members, coaches and teams will be provided with a copy of the QCHA Constitution and By Laws. It shall be the responsibility of each QCHA member to familiarize themselves with all rules and regulations.
SECTION 1
TEAM AND PLAYERS REGISTRATIONS
A. AGE REQUIREMENTS – USA Hockey Age Classifications will prevail.
USA Hockey 2009-2010 Age Classifications for youth teams:
Division Calendar Birth Year(s)
Midget Major (18 and under) - 1991 and 1992
Midget Minor (16 and under) - 1993 and 1994
Bantam (14 and under) - 1995 and 1996
Pee Wee (12 and under) - 1997 and 1998
Squirt (10 and under) - 1999 and 2000
Mites (8 and under) - 2001 and later
Any player who wishes to play up a division must submit written notification at time of registration to be considered to play up one age classification.
B. Considerations to these requests will only be given providing;
· A division will not fold due to the amount of move up requests.
· If the spot requested would not prevent another player in the requested age group from participating.
· If the players ability will not put him/her at risk for injury.
· Player’s skill level is adequate for requested age group and would likely dominate his/her normal age group. (To be determined by previous coach and QCHA Coaching Director and coaching advisory board).
· Waiver of consent must be signed by the parent/guardian if awarded moving up a classification.
· Players will be notified whether the request has been approved or denied approved, or denied.
C. In the event that there is limited space to honor move up requests the following order will take place.
· Tri-State Area residency.
· QCHA Seniority or Coaches Recommendation.
· Child of Coach with another sibling in the requested age group
· Date request was received.
· Position player is requested (i.e. goalie, forward, etc.).
· If the above order 1 through 5 is equal between requests a random
drawing will be held. All parties involved must be present at the drawing or the non attending party, or parties will be eliminated from said drawings and their requests will be denied.
D. QCHA TRAVEL TRYOUT FEES
1) All players must have current USA Hockey registration prior to registering with the QCHA.
2) A non refundable tryout fee will be collected from each player prior to the player proceeding with tryouts.
E. QCHA MEMBERSHIP FEES
1) QCHA Membership Fees shall be determined by the Board of Directors and Executive Committee on an annual basis.
2) At the time of registration, the person filling out the registration form must designate the person responsible for payment of Membership fees.
F. INDIVIDUAL TEAM RESPONIBILITIES
1) Each team must appoint a manager to mange all the affairs of the team, to include that all bills are paid to the QCHA Treasurer.
2) Each Team responsible for making sure that all paperwork is properly filled out and presented to the QCHA Registrar.
3) ALL TEAMS MUST BE REGISTERED PRIOR TO PLAYING ANY
LEAGUE GAMES, EXHIBITION GAMES, OR TOURNAMENT GAMES. (team paperwork should have been submitted to the QCHA Registrar who in turn submits to the District Registrar who signs and seals the Roster)
4) Each Team is responsible for all QCHA fees assigned to that team.
G. TRAVEL TEAM ICE FEES
1) Ice bills will be distributed in advance on approximately the first of each month. Payment is due by the 15th day of each month unless otherwise noted. All payments must be made by check, money order, or electronic transaction. NO CASH will be accepted.
Please make all payments payable to “Queen City Hockey Association” and needs to be mailed to Sports Plus, attention Accounts Payable. Any ice bill not paid in full by the due date may be assessed a $50.00 per week late fee.
2) Teams that have not paid their ice bills to the Queen City Hockey Association within 14 days of the due date may have their ice time reassigned. This policy will remain in effect until the ice bill and any and all late fees have been paid.
3) Any check returned for Non Sufficient Funds or for any other reason, will result in the team being assessed an additional $25.00 fee.
4) All ice time reserved for QCHA Teams remain the financial responsibility of the QCHA. The arena manager will notify the QCHA President of any team that is more than two (2) weeks delinquent so the appropriate action can be taken.
5) All teams must submit a financial Report to the QCHA Treasurer once a month.
H. HOUSE TEAM ICE FEES
The QCHA House membership fee covers all scheduled ice cost.
- PLAYERS REQUESTING RELEASES FROM THE QCHA
Release will be allowed providing the player has fulfilled all Financial Obligations and all QCHA equipment has been returned.
SECTION 2
TEAM FORMATION RULES
A. RESIDENCE REQUIREMENTS
House Teams. Tri-state area residents will be given priority over non
residents in filling positions of QCHA House teams. Non-residents, after
playing one season in QCHA, will be accorded the same hold over rights as tri
state residents for the following season.
House Players. All house players will be placed on a team, if the player is not currently rostered with a House Team.
Travel Teams. Rosters will be filled based on tryout results at the discretion of the coach, or accepted travel teams submitted by qualified coaches.
Travel Players. Any travel player not selected will be able to participate on a House team.
B. All players will be rated at the pre-season rating sessions.
C. All players must show up for rating skating sessions in which the player will receive notification. The player must notify a board member if any rating will be missed by that player.
D. Players who have schedule conflicts, or who move into the area too late to attend the evaluations, must be evaluated by the Coaching Director, House Hockey Director or a designee in a separate session. Players must be USA Hockey and QCHA registered and USA Hockey and QCHA fees paid in order to be evaluated at a separate session. The Coaching Director, or a designee, will place players on a team.
SECTION 3
EVALUATION PROCEDURE (HOUSE)
- Procedure will be as follows:
1) Evaluation of Players. Evaluators will be assigned as necessary.
2) Ratings. Ratings will be 1 – 5, with 1 being lowest and 5 being highest.
Using the evaluation forms, all eligible players will be rated by (2) or more evaluators. After each player is rated in each of the listed categories, a mutually agreed upon, overall rating will be assigned by the evaluators. At least one board member will be in attendance to govern all rating sessions.
3) Siblings. Unless otherwise requested by the parents, siblings in the same division shall be placed on the same team. Whenever the first sibling is placed, the remaining sibling(s) will be placed on that team’s roster and equivalent rated players will be placed on the other team(s).
4) Head Coach’s Children. All Head Coaches are required to have their children as the first placement; an alternate player of the same or comparable rating will be placed on each team to maintain a competitive balance.
5) Groups of Players - Groups of players may request to stay together. This may be requested for the purposes of carpooling, friendships or other reasons. This group will be placed on a team; an alternate group of the same or comparable rating will be placed on each team to maintain a competitive balance.
6) Trades. NO TRADES ALLOWED, unless the House Hockey Director and Coaching Director reviews the circumstances and permits the trade.
B. Additions after the evaluation session will be handled as follows:
1) All additions will be processed by the Registrar.
2) All Teams will accept additions until the designated Player Limit but does not stop any team from having 20 players as defined by USA Hockey.
3) The House Hockey Director will assign players based upon the competitive balance. (See Section 2, part D.
SECTION 4
EQUIPMENT PROVIDED BY QCHA
A. EQUIPMENT
1) All team equipment shall be issued by the coach or manager and recorded on an equipment check list. A copy of this list and a deposit must be returned to the QCHA Equipment Manager.
2) Any QCHA provided team equipment must be returned to the Association’s Equipment Manager immediately following the season (including districts and any league playoffs). Equipment is required to be returned in a usable condition or a fee may be assessed. Teams will be assessed the replacement cost of any uniform or equipment not returned or damaged through negligence.
SECTION 5
PROTECTIVE EQUIPMENT
1) Each player must wear USA Hockey/H.E.C.C. approved full protective equipment for all games and practices. QCHA required equipment consists of helmet, full face cage masks (certified), mouth guards, shoulder pads, elbow pads, shin pads, gloves, hockey pants and protective cup. Recommended equipment includes a neck guard.
Goalies must wear proper equipment which includes goalie shoulder pads, goalie certified cage, goalie gloves, goalie chest protector, goalie throat guard (defined as an approved hockey clavicle protector or dangler), goalie protective cup, goalie leg pads and goalie skates.
A coach is obligated to notify a player’s parents or guardian if they feel a player’s protective equipment is inadequate or is in poor condition. Parent or guardians are obligated to make corrections or the player will be ineligible to practice or play at the discretion of the coach.
SECTION 6
REFEREES
A. Each Travel team is responsible for payment of all officiating fees to the designated USA Hockey sanctioned Officials Association. Upon payment to the QCHA, the QCHA Treasurer will then issue payment to the Officials association.
B. A copy of your league schedule must be submitted to the QCHA Scheduler.
C. The QCHA Treasurer make sure that House level fees are paid to the local
Officials Association.
SECTION 7
PLAYING TIME REQUIREMENTS
A. HOUSE TEAMS
All players are expected to receive a fair share of playing time. Players other than goalies must not play more than one half of the game time, with exceptions permitted in case of injury, illness, absence of players, or while using players on power play units or penalty killing units.
Mini-Mites and Mites will play based on a line/player rotation system, prescribed by the association, so that equitable playing time is given for all team members.
Coach will keep a record of any player on his roster that will not be playing a game or any portion of a game due to discipline given by Association, Coaches, or USA Hockey. Such record will include a brief description of the infraction.
B. TRAVEL TEAMS
Each player’s assignment to a position or amount of playing time, on a team will be at the discretion of the coach.

C. MONITORING AND COMPLAINTS
1) Spot checks will be made by the House Hockey Director to monitor complaints with playing time requirements. Coaches found not abiding by the rules will be subject to disciplinary action by the Board.
2) All complaints and concerns must be submitted in writing, to the Executive Committee. The Executive Committee will appoint a sub –committee to investigate any and all allegations.
SECTION 8
SCOREKEEPER
A. ELIGIBITY & SELECTION
1) Unless allowance is made for a volunteer adult time/scorekeeper, a QCHA Time/Scorekeeper must be a current registered QCHA player, or a qualified QCHA family member at least 15 years of age and of responsible character.
B. RULES OF CONDUCT & RESPONSIBILITES
1) Time/Scorekeeper is responsible for accurate and legible recording of score sheets.
2) A Time/Scorekeeper is responsible for obtaining required signatures on the score sheets such as coaches, referees.
3) A Time/Scorekeeper is required to accurately record Match Penalties,
Misconduct and Game Misconduct penalties. In the event any of these penalties is assessed, the Time/Scorekeeper will have the coach of the offending player sign the score sheet before the score sheet is distributed.
4) A Time/Scorekeeper will notify the referee when a player in any division has received (5) or more penalties of any type in any game, league or exhibition.
5) If a Time/Scorekeeper cannot attend a scheduled game, he/she is responsible for calling the Time/Scorekeeper Scheduler at least 48 hours prior to the game.
6) Other than designated unpaid assistant, who may be of a lesser age in order to train future scorekeepers, the Time/Scorekeeper should be the only individual in the score box unless both team coaches agree to the presence of another individual. A game official or coach may enter the score box during a game if the Time/Scorekeeper needs or requests assistance.
7) Time/Scorekeeper is to maintain an impartial demeanor prior, during and after the game and not show favoritism toward either team. Nothing in this rule prohibits a Time/Scorekeeper from time keeping a game in which a relative is coaching or playing, but the score keeper’s demeanor of neutrality is to be maintained.
8) All Time/Scorekeepers should be familiar with all USA, League, and QCHA rules, such as penalties, and Mite Rotation.
9) Time/Scorekeeper Scheduler may disseminate other appropriate rules of conduct and responsibility as he/she’s fit and may exercise appropriate discipline, including removal of a Time/Scorekeeper who does not comply with these rules. An appeal of any disciplinary action or removal may be made to the QCHA Executive Board.
C. SCORE SHEETS
All players registered on a team shall be listed on the score sheet. Players sitting out games for misconduct or disciplinary actions should be noted on the score sheet next to the Players Name.
Disciplinary = DISC
Game Misconducts = GM
Absent = ABS
D. PENALTY BOX PERSONEL
Any person manning the Penalty Box is considered a Minor Official. This person must stay neutral and cannot participate as a coach or manager while manning the Penalty Box.
E. PLAYERS BENCH
1) Only four (4) registered team officials will be allowed on the players’
bench.
2) ALL coaches must be properly carded.
3) ALL coaches must sign the score sheet and note level of Coaching Achieved
4) ONLY REGISTERED players will be allowed on the Player’s bench.
G. PENALTIES
1) Penalized players must report immediately to the Penalty Box.
2) Match Penalties assessed must be reported to the QCHA Youth Hockey Director within 24 hours of receiving penalty. If the Youth Hockey Director is unavailable then call another QCHA Director listed on the QCHA website.
SECTION 9
PLAYER CONDUCT – HOUSE AND TRAVEL
A. Players are responsible for their conduct at all times including before, during and after practices, league games or exhibition games. Players will follow will follow the USA Hockey Zero Tolerance Policy and sign the QCHA Code of Conduct Form.
B. Any player found destructing property of the QCHA, Sports Plus, any other arena or facility they are visiting will be subject to disciplinary action and will also be responsible for payment of destroyed property.
C. Alcoholic beverages, marijuana and drugs of any type are strictly forbidden in any locker room or facility. Offenders will be subject to removal from the QCHA as well as Reported to the QCHA Board for further disciplinary action.
D. DISCIPLINARY ACTION TO PLAYERS
1) Insubordination (including fighting in the arena and on the premises)
2) Lack of interest and bad attitude
3) Swearing
4) Smoking, drugs or alcohol in the locker rooms, bench or facilities.
5) Absenteeism or tardiness
SECTION 10
SELECTION OF COACHES, MANAGER AND PARENT REPRESENTATIVE
A. COACHES SELECTION – HOUSE AND TRAVEL
1) Anyone wishing to be head coach of a QCHA team must submit an
Application to the President and Coaching Director to be considered a candidate for coaching.
2) Coach’s applications must be received by the QCHA at the date specified by the Executive Committee.
3) Coaching applications will not be accepted from any party who has
not cleared themselves from the previous season with the QCHA, such
as non returning of assigned equipment and any outstanding financial
obligations.
4) The Executive Committee shall be the Coach’s selection Committee.
5) Qualifications considered during the Selection of Coaches will be
a) Years of Experience.
b) Level of Coaching achieved.
c) Background Check /screening (QCHA consent form Mandated.)
d) Commitment.
SECTION 11
HEAD COACH’S DUTIES AND RESPONSIBLITIES
HOUSE AND TRAVEL
- The Head Coach will be the ultimate responsible person for the team.
- Must familiarize himself/herself with QCHA, USA, MidAm and League Rules.
- Must maintain discipline of all his/her players before during and after games and practices.
- Head Coach’s shall appoint Assistant Coaches and Manager. Assistant Coaches and Managers are subject to approval of the Executive Committee.
- All Head Coach’s must make sure that all Assistant Coaches are properly carded or have achieved their proper coaching level.
- Must have knowledge of all financial income and expenses for his/her team.
- Together with the Manager, must submit a Financial Report to the Treasurer of QCHA each month.
- Must have proper coaching level prior to December 31, of the Current Season.
- Head Coach’s must conduct a parent meeting prior to the start of the season.
- Head Coach’s are responsible for signing out and returning all equipment to the QCHA.
- Must have the best interest of the Players and Team. The game is not about the coach, it’s about developing players, teaching sportsmanship, and fair play.
SECTION 12
TRAVEL MANAGER DUTIES AND RESPONSIBILITIES
Each travel team must have a Manager appointed by the Head Coach. The Head Coach cannot serve as manager of the team he/she coaches. All Managers and Head Coaches are equally responsible and accountable for the teams’ financial obligations. Managers are subject to approval from the Executive Committee.
- Managers must notify all team members of all practices and games. A written schedule should be handed out.
- Managers must prepare a team roster including player’s name, parent’s name, address, phone number and player’s birth date.
- The Manager will insure that all registration materials are properly completed and supported by appropriate fees and documentation. It is the Team manager’s responsibility to collect and submit these registration materials in a timely manner.
- Managers will set and collect a monthly ice fee for their respective teams.
- Managers will be responsible for payment of ice fees to Sports Plus. Ice Fees paid to Sports Plus must be either in Check or Money Order made payable to “Queen City Hockey Association”.
- Managers must submit financial statement to all Team members (parents) and copy must be submitted to the QCHA Treasurer. Failure to submit Financial Report may result in the team loosing their ice privileges.
- Managers must notify QCHA of any player who is more than 15 days behind on the Ice Bills.
- Managers should be familiar with all QCHA, USA Hockey, MidAm and League Rules.
SECTION 13
PLAYER AND PARENT RESPONSIBILITY
All players participating in the QCHA program shall conduct themselves in a proper manner at all times. They shall be subject to the authority and discipline of their respective coaches, assistant coaches and managers. All players, family friends must abide by the rules of hockey as it pertains to good sportsmanship, image and the rules and regulations established to govern the QCHA.
A. ATTENDENCE
1) Players are required to attend all practices and games.
2) If a player cannot attend a practice or game, sufficient notice
should be given to the coach or manager.
B. PAYMENT OF ICE FEES & TEAM ASSISSMENTS
1) All ice fees are due by the first day of every month
2) Players absent due to injury or illness are still obligated to their ice fees.
C. PARENTS
1) Parents are required to sign the Registration Form, QCHA Code of Conduct Form and any other pertinent forms requested by the QCHA registrar.
2) Parents are required to sign any and all forms requested by the USA Registrar.
3) Parents are responsible for maintaining jersey(s) and equipment assigned to their child.
4) If QCHA provided equipment is lost or stolen, it will be the obligations of the parents to pay the replacement cost.
SECTION 14
SPONSORSHIP & FUNDRAISING
A. SPONSORSHIP SOLICITATION AND APPROVAL
The QCHA may solicit sponsorships from business within the community. A Sponsorship Committee will conduct the solicitation, interview potential sponsors and select sponsors for nomination to the Board of Directors. Potential sponsors should be in a credible line of business, have unquestionable integrity and be a willing partner with the Queen City Hockey Association in providing hockey opportunities for tri-state area youth.
B. ASSOCIATION SPONSOR
To be an Association Sponsor, a sponsor is required to make an annual monetary contribution in an amount approved by the Board of Directors. There is no set limit to the number of Association Sponsors. Approved QCHA Association Sponsors shall be recognized through the inclusion of the sponsors names in any QCHA publication, or any other appropriate means determined and/or approved by the Board of Directors. All funds received from Association Sponsors will be allocated based on a vote of the QCHA Board of Directors.
C. TEAM ASSOCIATION SPONSOR
1) An Approved Association Sponsor may request sponsorship of a particular team with approval by the Board of Directors prior to the start of the fall/winter season. Priority shall be given to sponsors from the previous season who expresses intent to continue as both “association” and “team” sponsor. Requests for “team” sponsor must be made through the Sponsorship Committee.
2) In the event there are more sponsors desiring to become team
sponsors than there are teams, a waiting list shall be created with priority given to “association” sponsors who have participated with Queen City Hockey Association the longest.
3) At a minimum, a team sponsor must be willing to provide for the cost of both home and away jerseys. Other items are optional. Any jersey or playing equipment is expected to be of a quality that will last two seasons with good care. Should replacement jerseys be necessary during subsequent years of sponsorship, the cost of replacing these jerseys will also be required. The Queen City Hockey Association reserves the right to also have its name/logo on all team jerseys. At the time of purchasing jerseys, the “team” sponsor should make known its intent in writing to retain or donate jerseys to the Queen City Hockey Association.
5) It is further suggested that a team sponsor be invited to actively participate in the functions of its assigned team (attending special games, fundraisers, awards parties, etc.)
D. TEAM & INDIVIDUAL SPONSORSHIP
1) All sponsorship solicited and received must be turned over to the QCHA treasurer.
2) The treasurer will insure that money will be credited to respective team and will dispense money in check form back to the respective team.
3) Any sponsor to be solicited must be approved by the QCHA Treasurer to insure multiple teams are not pursuing the same sponsors and alienating potential donors when too many different people ask the same candidate for money.
E. TEAM & INDIVIDUAL FUNDRAISING
1) It is mandated that all team fundraising have policy in place to the fundraiser, indicating if the fundraiser will be an individual fundraiser of a team fundraiser.
2) Each team is required to submit a fundraiser policy to the QCHA Board prior to the fundraiser event.
